Torn cruciate Lig

I need some advice. I have a great 11 month old yellow lab (78#). The vet says she likely has a torn cranial cruciate ligament. the vet recommends surgery to the tune of $3000 with 8 wks of strict rest which is impossible in this dog.
Any of you guys know about non-surgical treatment ?
Or if you have the surgery does the dog fully recover?
